Supporting an Equitable Education System
Following a principled and research‐to‐practice approach to assessment design, CAAELP is building a comprehensive model of instruction, assessment, and supportive professional learning. These components enhance system alignment and coherence, and strengthen the validity of inferences that result from the system.


The Assessment
At long last — a standards-based assessment system for English learners with the most significant cognitive disabilities. With the Alt ELPA, these students will receive a fair assessment and personalized instruction. While large-scale content standardized tests for accountability purposes often place more constraints on new R&D adoption, the Alt ELPA has the potential of pushing the envelope further in terms of assessment design, reporting, and implementation.
